Pepper & Nut Won't Go Back Outside

Pepper Cat won't go back outside. On Dec 26th is when Pepper hurt his foot and it was swollen the next day. It took a few day but it's fine again. He's healed for almost one full month yet he refuses to go outside anymore. He will look outside and growl but not go out. He's only gone out 4 times for just a few minutes each time then back inside. 4 times in one month for just a few minutes... that is not my Pepper.

Even stranger, Nut hurt her foot just a few days before Pepper, hers healed up faster but she doesn't want to go outside either... if she does, it's only for a few minutes and back inside.  So what shook them up so badly and hurt their paws? Only Honey will go outside and she is the only one that hasn't had her paw hurt. I'm still scratching my head on this one. 

IDK what to do... part of me says to put Pepper and Nut out during the day to show them it's ok. The other part of me says don't force them out like that, let them be.
